Objective
ZPO1-1 - Public administration is carried out efficiently and transparently, enabling electronic and automated solutions wherever fit for purposeZPO1-2 - Regions, cities and municipalities have sufficient knowledge (data, information) about the territory they manage, about ties in their territory, including information about the nature of threats in the territory, they use it to optimize management and, with the participation of citizens, to create an environment for the good life of individuals and communities (systematic data collection broken down by gender, evaluation of data and information about the territory, digital technical map, territorial plan in vector form and in a uniform standard, acquisition of information models of buildings).ZPO1-3 - Public administration at the level of cities, municipalities and regions operates safely and makes competent decisions. It strives for innovative solutions and smart management of the property of the municipality/city/region. It is based on the collection and evaluation of data from transport, air quality, blue-green infrastructure, energy management and property using new technological tools, data-oriented approaches and the breakdown of relevant data by gender and other categories.
 
Measure
  1. Participation of regions and municipalities with extended powers (ORP) in the implementation of the catalog of services
  2. Creation of a catalog of self-government services of regions, cities and municipalities and the method of their digitization, use of standards for Open Data - ensuring the publication of open data by cities and municipalities according to the Open Formal Standards (on free access to information, i.e. technical recommendations focused on selected data sets, which ensure that the same data published by different providers will be interoperable, making it easier to use such data regardless of the provider).
  3. Elaboration of a sample strategy of public administration services at the level of the region, municipality/city according to the category of municipality.
  4. The use and development of the functions of the Public Administration Portal for establishing all the necessary services of regional, city and municipal self-government, incl. integration of third party services.
  5. Use of the state-built electronic identification system (e.g. bank identity) when using online services.
  6. Methodical guidance and assistance to regions, cities and municipalities (help catalog) in managing and maintaining ICT infrastructure and services.
  7. Creation of a manual and education of municipalities in SMART public contracts.
  8. Creation of a support system for the growth of capacities to promote innovative solutions and coordination of activities to spread the knowledge gained as good practice throughout the public administration.
