Objective
ZPO3-1 - Municipalities/cities cooperate on the most suitable solutions for citizens (intermunicipal cooperation), a system of cooperation within the public administration is set up for joint solutions by all actors in the territory.ZPO3-2 - On the basis of national and regional RIS3 strategies, there is a dynamic development of cities, municipalities and regions.ZPO3-3 - The vertical connection between the municipality – the region – the state supports effective (digital) solutions.
 
Measure
  1. Development of inter-municipal cooperation through networking, sharing of best practices and good practice and improving the capacity of the municipal government to generate SMART solutions.
  2. Publication of examples of good practice from the cooperation of municipalities, cities and regions.
  3. Coordinated problem solving within regions (e.g. through regional clusters) and Integrated Territorial Investments (ITI) and especially the introduction of more effective ways of cooperation between investors, cities, municipalities and regions in building ICT infrastructure (e.g. sharing line infrastructure and transmission parts of radio equipment, simplifying access to land and real estate of municipalities, etc.).
  4. Connecting municipalities and remote local areas to high-speed Internet through high-capacity fiber optic cables.6
  5. Involvement of the wider community (inhabitants of several municipalities) in solving common problems, or to the creation of the relevant infrastructure.
  6. Utilization of the potential of MAS, Voluntary Associations of Municipalities (DSO) and metropolitan cooperation for the development of SMART solutions in the territory in which they operate, taking into account the requirements for the coordination of spatial planning activities of municipalities and solutions in spatial planning documentation of municipalities, especially taking into account the conditions of renewal and development residential structures listed in the principles of territorial development.
  7. Creation of a network of advisors – energy managers/specialists for energy, MAS innovation brokers, ICT experts (BCO), circular economy advisors and others – for several municipalities together on a non-profit basis and a long-term functional system of methodological instructions for their activities. The network will be created in cooperation with and using relevant existing networks of regional actors, such a energy consultancy EKIS, innovation centers and regional RIS3 teams.
